Mondiaal FNV is looking for a consultant to develop a guide/tool on ILO convention 190 and recommendation 206, aiding trade unions and likeminded human rights defenders to use the convention for their work on combating violence and harassment in the world of work.

About Mondiaal FNV

Mondiaal FNV is a Trade Union Solidarity and Support Organization linked to the Dutch Trade Union Confederation FNV. We support workers worldwide in their fight for decent work. Since 1975, we have been empowering workers and their unions to combat exploitation and improve working conditions. We partner with unions, provide financial support and expertise, and lobby for better working conditions, stronger unions, and more female leadership. Our mission is to ensure that everyone has the right to fair working conditions, a living wage, social protection, and collective bargaining.

Objectives of the assignment

  • Scoping what methods/guidances are out there and map where to find/when to use;
  • Gathering best practices from Mondiaal FNV partners (Indonesia, MENA region, Ethiopia and Somalia, contact details will be provided);
  • Write-up of key recommendations (based on aforementioned best practices) for advocacy on the ratification and effective implementation of ILO convention 190;
  • Practical recommendations for analyzing current (labour) legislation compared to convention text and recommendation 206 (based on MENA case study);
  • Describe a brief ‘how to’ on follow-up advocacy, monitoring progress on implementation/policy change both in case of ratification or without;
  • Designing a decision-tree resource where readers can find the recommendations relevant to them (as described above);
  • The resource developed is gender-transformative and intersectional (includes queer and migrant perspectives) and tactics taken up include working on this in conflict affected and high-risk areas (Somalia, MENA);
  • Separate note on tactics for including ILO C190 in international (UN) advocacy – based on interviews with key informants (contacts will be provided).

Profile of consultant

  • Well-versed in (international) advocacy;
  • Affiliation/interest/experience with working on ILO C190;
  • Experience working from/supportive of trade union perspective;
  • Proven track record in working in or with diverse contexts;
  • Values participatory methods, but can work independently.

Budget available
+/- 20.000 euros.

Timeline
finalized draft in October 2025 at the latest, launch during 16 days of activism against GBV incl. webinar or event to boost use/uptake (latest in Dec 2025).

Deliverable
Actionable tool (‘decision tree’)/visually appealing booklet + separate (simple) note on international advocacy.

Intended audience tool
Trade union representatives, labour rights advocates.

Intended audience note
Femininist and queer movement, interested human rights defenders outside of trade unions.

Proposed methodology

  • Desk review;
  • Key informant interviews (contact details will be provided);
  • Write-up of case studies;
  • Validation workshop with gender working group.
