About Mondiaal FNV

Mondiaal FNV supports workers worldwide in their fight for decent work. We help strengthen trade unions in Africa, Asia, Latin America and the Middle East and North Africa. Representative, democratic and inclusive unions, able to stand up for their members to ensure decent work for all.
Mondiaal FNV supports programme partnerships in the Middle East and North Africa (MENA) region within the scope of its Trade Union Collaboration Programme (TUCP) and STITCH programme on improving labour conditions in the Ready Made Garments (RMG) industry. The current multiple-year programmes run from 2021 to 2025. The programmes focus on thematic areas such as social dialogue, gender mainstreaming, gender equality, as well as specific value chains such as construction and RMG.

About this position

As the current Regional Consultant for the region will take a period of extended leave, Mondiaal FNV has a vacancy for a replacement  to continue supporting partners with their current projects, joint co-operation and in the further development of future initiatives.  

After the replacement period, and subject to developments, there may be a possibility for a follow-up consultancy contract on a limited basis and with a more limited focus. 

What will be your role?

The replacement consultant is expected to have dealings with different stakeholders including trade unions and (labour-related) NGO’s, international solidarity support offices (SSO’s), local ILO offices and the like.

The role involves practical guidance to partners in formulating project proposals (where applicable) and support, as requested by partners and by Mondiaal FNV, in the monitoring and evaluation of projects (including the formulation of workplans and reports).

All in all the replacement consultant will play a role in the capacity building of partners, and support the general coordination and linking of projects. Furthermore, she/he will represent Mondiaal FNV when necessary towards other stakeholders in the region and will prepare potential visits of Mondiaal FNV officers to the region. 

Travel within the region may be required as part of this replacement position.

Location

The preferred location, with a view to accessibility and travel within the region, is Tunisia. Mondiaal FNV works with independent consultants and does not have local offices.

Job description 

Purpose

The consultant supports partners in projects and activities within the framework of the TUCP and STITCH programmes. She/he will work closely together with the policy advisor and projects officer of Mondiaal FNV for the region.

The duties of the consultant in the field will be:

  • Become acquainted with and knowledgeable about the partners of Mondiaal FNV.
  • Liaise with and facilitate cooperation between consortium partners in the region.  
  • Provide guidance and advice to (potential) partners on the participatory project formulation or revision according to the Theory of Change of the TUCP parameters and the STITCH framework.
  • Contribute to the monitoring and reporting requirements of the TUCP and STITCH.
  • Maintain in-depth knowledge of trade unionism and trade union developments both at country, regional and international level. Play a liaising and advisory role in this regard.
  • Provide support and input as required for baseline studies and project monitoring and evaluation requirements. Provide guidance and advice on organizational analyses of (potential) partner organizations. Actively participate in such analyses, including the identification of strengths and weaknesses in technical, organizational and administrative (including financial) capacities.
  • Formulate needs and opportunities for organisational support to partner organisations, including development of organizational improvement plans and advice on organizational strengthening.
  • Contribute to and advise on strategic planning.
  • Advise on the development of a monitoring practice and preparation of coherent result-oriented reports with the partner organisations.
  • Facilitate a coherent and efficient monitoring practice by the partner organisations.
  • Contribute to strategy and knowledge development of Mondiaal FNV.
  • Contribute to communication, lobby and advocacy by Mondiaal FNV in co-operation with other stakeholders where relevant.
  • Where possible and relevant, identify potential new partners, both for the near and long-term future.
  • Arrange and organise visits of FNV specialists, staff or other representatives, including travel arrangements and the arrangement of meetings.
  • Contribute to technical reviews and evaluations including, among other things, formulation of terms of references, the identification of potential evaluators, the arrangement of meetings, and the gathering and dissemination of documentation.

Skills and other requirements

Based on education and considerable working experience the consultant possesses:

  • Knowledge of and experience with participatory planning methodologies including the Theory of Change (ToC) and the significance and use of this instrument for monitoring and evaluation.
  • Proven experience with instruments for institutional development and organisational strengthening.
  • Knowledge and understanding of the trade union movement in the MENA region.
  • Knowledge of thematic areas such as social dialogue, gender, value chains (in particular RMG).
  • Knowledge and experience of gender in particular.
  • Knowledge of and capability to use training and education techniques.
  • Financial insight.
  • Full proficiency in Arabic and English. French is an advantage. 
  • Reporting skills in both languages.
  • International working experience is an advantage.
  • Internet access from his/her working place.
  • Proficiency in Microsoft Word and Excel.
  • Available to travel within the MENA region and further if required.

What we offer

  • We offer the replacement consultant a contract for an average of 6 days a month, for the period of 1 September 2023 to 8 April 2024.
  • Depending on developments, there may be a possibility for a follow-up consultancy contract on a more limited basis, for approximately 3 days per month.

The consultant will work individually but will have regular contact with the policy advisor and projects officers of Mondiaal FNV in the Netherlands and other staff where relevant, e.g. PMEL officers. At the beginning and towards the end of the replacement period there will be close contact and co-operation with the current regional consultant. In the event of a follow-up consultancy contract for a limited period, both regional consultants will work both individually as well as in co-operation with each other.
